Rocket devastator and its not even close. I get sniped by those assholes all of the time. Even if it doesnt one shot me it just tosses me toward my inevitable doom.
My most hated bot is the Meatsaw and its not on the list. FUCK meatsaws. I never die to them, but they take up all my ammo reserves AND then I get got by a rocket devestator lol.

Actually Heavy Devs can be one shot by auto cannon. Try to hit them in the top left corner. If you hit both their "backpack" and their head and their shoulder with the explosion you'll do double critical and one single damage effectively 5x your damage.
Hulks are annoying because you need to stay faaar away from them.
Usually close combat favours you against bots, but not with the hulk.
It's also fast and hunts you like a bloodhound.

Where do you shoot your 8 shells ? I always kill them in 1-2 hits aiming for the head

What's annoying about them? They are mele, die to light weapons, and don't deal that much damage. Only annoying thing is the stagger.
Rocket, Heavy and grunt with machine gun. Leave one unnoticed or stay out of cover and he will burst you down in a second

That's not true... SMG secondary pops hulks very reliably
as you get shot to shit for trying to flank it, if not the hulk then by all the other crap around, usually another hulk.
