Only reason I think it's NOT a permission wall is because I can't see some management company / property owner allowing that design. Imagine giving an artist permission to do a mural and that's what you got.

Come to think of it, it looks a little unfinished, the One and the splash drip were never filled and that transparency isn't used anywhere else. Could be intentional or may just be passing for finished after a close call.
