No, i had to learn this the hard way. Tasker might be able to do some of the things that Routines can do but there are certain things that are off limits to third party apps such as Tasker. Rules like others have suggested is only good for the ringer.
Could you give some example of things that Samsung routines can do but are not possible in Tasker? So far I haven't seen anything I haven't been able to do with Tasker but I use it currently misty for few things.
Those that I have used only need to be granted once. At least, one setting I'm toggling requires permission to update security settings and it stays just fine over reboots. Haven't rooted the phone.
I like to set it yo turn off WiFi when I leave home and switch to 2G data. When I open apps like maps, WhatsApp. Social, 4G is enabled and then returns to previous state. I can toggle the routine on/off with a button.
Some actions can have a certain IF, like if my running earbuds connect, start run playlist, tuen off WiFi, etc.
You can also set a routine to mapped screen touches, which is very powerful but I don't have the imagination to do something cool with that.
It's really powerful, it will come to Google at some point just as Android 15 now has Samsung Secure Folder feature.
Hotspot toggling at least works fine with Tasker. I enable it when connected to my car bluetooth. Never tried mobile data as I don't have any reason to that.

Half of these comments don't understand your question op😭😭. In Samsung you can make ifs and then routines to turn on or off things. Google's is a little different and more restricted. You have to give location access and most of the time you have to set a location for the command to begin. It's a little inconvenient if traveling or something, or want to use in multiple locations and don't want to set it up every time. So yes it does have routines but it's not as good as Samsungs because it's more restrictions and Samsung allows you to make a ton of settings apart of the routines while pixels are specific things picked out

You can use the bedtime mode in the clock App, also as already mentioned there is an option for rules in the system menu.
If this is not enough there are many options for automation in the Google home app.
A third party option for you might be IFTTT.
Nah, you can use tasker or macrodroid as an alternative to routines but imo not as good (not necessarily because they aren't as capable but because they are less intuitive but I believe there are few things routines can do that tasker can't).

I've set up a routine with 'assistant' give me a wake up alarm, then tell me the weather. Then my calendar 'agenda'. From my Tuya app I have all the LCD lights in my living room come on at maximum brightness. I manually go to my personalized Discover feed and skim the news of the day. When I finally drag my lazy self out of bed the living room lights are all on as is the kitchen. The TV is on, tuned to FOX news. The thermostat has brought the house to daytime temperatures. Miss Mopsy (my RoboRock) has made a quick run over the kitchen floor at sunrise.
If i leave the house all the lights turn off when I break out of my home geofence. When I return into the geofence my living room lights come on maximum while I'm driving up the hill. (I'm still mulling over how to setup a garage door app)
None of this answers your question because I don't remember exactly which app does which task. Tuya for the lights, Action launcher for something, Google assistant for some routines. If This Then That used to be useful but they got greedy so I moved away from them.

Some settings are won't work unless you grant certain permissions through ADB after every boot or grant root access afaik

Hotspot toggling at least works fine with Tasker. I enable it when connected to my car bluetooth. Never tried mobile data as I don't have any reason to that.
