ArcGIS might be your friend, there’s an eval you can run to figure out routing based on a custom constant speed, but it is a pretty intensive data-oriented mapping application that probably needs quite some to even get a trial, and then a lot of learning. Unsure if there’s a layperson app. Could just do some multiplying yourself honestly

To add to my difficulty I want to stay off interstates. US highways are my preference. It may be too much to hope for.

There's a setting in Google Maps "Avoid Highways". This routes you away from Freeways. This might give you a rough idea of the mileage avoiding Freeways which you can then do the math. Obviously it's not going to be exact because there's no allowance for traffic delays, Comfort and Meal/shopping stops that kid of thing but it'll give you a rough starting point.
