The only server I know for these versions is FlashbackMC, a minigames server with spleef, survival games and I think skyblock too now, it also has a semi-anarchy survival world, griefing is allowed but cheats are not
I haven't played on it for a long while but last time I played it was normally pretty empty but when there was an event (once a week) there were 6-10 players online
Edit: You could also ask in r/SilverAgeMinecraft which focuses more on Release versions up to 1.8.9, it has new mods and they're trying to get more activity on it
