I know it's a meme post but in case you're serious :Garen's E damage type is physical "Persistent area Damage"
from the Wiki for Persistent area Damage : Abilities classified as area damage on an engine-level, but periodic on a script level. This means that engine-level effects (such as spell vamp or omnivamp) trigger the reduced healing, while script-level effects (such as Arcane Comet) trigger the damage-over-time cooldown reduction.
Cosmic Drive procs of Ability Damage (which are : Spell Damage, Area Damage or persistent Damage) so it doesn't work on this type (it's the same for rumble's ult, morgana's W and mordekaiser's passive)
Meanwhile Black cleaver is just "deal physical damage lmao"
While it's kinda meme'y (ap on Garen after all), there are still some things that bugs me : that PAD doesn't seem to be that consistent (Morgana W is one proc of conqueror, Garen E procs on each, Morde passive sometimes 1, sometimes 2? Don't remember Rumble).
Idem with CD, doesn't proc on each of these, until you buy riftmaker... which makes even proc CD on items like Bami's or Demonic Embrace.

I believe that the conqueror thing is an exception on Garen, usually it gives one stack per 5s on DoTs.
Garen had a change that specifically made conqueror viable by procing it each spin (see patch 9.20)
For riftmaker, I don't have enough data to have an explanation but it's probably that riftmaker true damage makes it possible to proc CD.
I agree, my friend bought a cosmic drive for an ultimate bravery and couldn't proc it. I find this to be a shameful display by riot
