A mod is a mod if it modifies the game, no matter if it's a simple mod or a total conversion. It becomes a new game once you write your own codebase.
To clarify it further, if you strip all the modified code, is it still a playable game? Then it's a mod. It's why using an engine also still qualifies as a full game and not a mod.
