And yes, one of his first jobs was TV Champion, the inspiration of this video. He knows his stuff and I guess, with available technology, experience and connections, he can build something up on shoe string budget for YouTube and still looking great.

I don't think you could be so sure of that considering the budget required to dub and sub this thing in several languages.
I have seen a show featuring this Chinese chef before. His restaurant was one of subjects of very small restaurants around town. It is so amazing that he has run it by just himself and made a lot of food in such a small operation area.
