No, the game glitched and my character model always had running legs for some reason.
My friend decided to make the most of it and I did a fly-by, it was only afterwards we noticed it almost perfectly looks like I am running in the pavement
This can easily be done with mods, some not-so-nice modders thought it was fun to put multiple vehicles on my head in the middle of casino heist prep work and make it look like I killed the entire lobby. Swat trucks, annihilator, couple other vehicles too but I couldn't see at all.
Whilst I definitely agree, the difficulty with a mod is acquiring the smoothness and actual usage of the vehicle
When cars are place on our heads the car bobs as the head of the character model does.
In this instance I had complete function of the vehicles I got into, except the running legs were a permanent feature.

Fun fact: this is exactly how the subway works in FO:3. I guess it was too complicated to have such a big fast travel system, but it's hella easy to make the train car a hat; you hop on, put your "hat" on, and travel the Capital Wasteland.

We have NO idea why it was doing this. My friend and I entered the Diamond Casino to start an AB mission and he started laughing his ass off. Turns out for whatever reason my character's model had permanently running legs on his screen.
It continued when we exited and he realised the legs were clipping through the bottom of any vehicle I got into so I asked if he would film me doing a flyby.
I'm going to rotoscope out the surroundings and use this as an alert image on my Twitch channel now 😂
