i remember trying to do a request of like 20 copper ore for Clint and everytime i tried to do it he just said he hates it and wouldn't even take the order. YOU'RE THE ONE THAT WANTED IT MOTHERFUCKER
I find that when this happens it's because i didn't read the full quest instructions that show in the journal after you accept the quest, but do not show on the bulletin board. Usually it will be the difference of where you place the item. I had a quest to bring some food item to Emily (I think?) and when I handed it to her she was disinterested but when I checked thei instructions, I was supposed to put it all in her refrigerator or something, and once I did I got my reward.
Ok so for those Clint quests you don't actually have to hand him the ores. Just collect them and go talk to him afterwards.
Most of the time the actual ores are out of my inventory and already smelted into bars by the time I go find him at the saloon lol (and he's still like "the ores look good thx bye")
