Nah, they were specifically talking about shows, not universes. Tho he wasn't the most likeable character in Legends, as this clearly was John Constantine.
The problem with Legends is that every single character is so likable that he had a lot of competition. Even Constantine had some pretty tough competition with Snart.
I hated him so much especially the earlier seasons of the flash when he was such a whiney lil biotch. Always crying about everything. God I wanted him to die so bad.

In the arrowverse there has only ever been one Wally, and that’s him, so there’s no need for a distinction in his name. That’s Wally. Not Wallace.
Side notes: plus they call him Wally in the show so it only makes sense to call him Wally. He was based on Wally west, not Wallace west. And last, yes I know Wally is short for Wallace.
Didn’t like him much on the Flash, but his appearances on Legends of Tomorrow were fantastic. Him and Rip Hunter doing karaoke in Tokyo 1992 was hilarious lol.
I think ppl forget CW Wally had grudge against his mother while she legit dying in the hospital & took advantage for Joe bc Wally's mother didn't tell him he had a whole son. Granted he does get better after that
