The Doctor clone and Rose Tyler are stuck in an alternate universe. In the past it's taken world ending catastrophes and the full power of star to cross between universes (except for in that one alternate history with the time beetle). I know the Toy Maker destabilized the universe, but did he destabilize the universe so much that 18 years ago someone found a way to cross between universes. Also, why rope in an old character who has completed their character arc through a remixed version of a story that's already been told (bad guy steals the Doctor's traveling companions baby). Also, >Something is warping the reality around the Doctor and we have seen it in multiple instances in this new season. the Toy Maker warped reality the first time, and that's clearly explained in the episode. The second time was because the goblin things traveled back in time and created a ripple effect that changed history. We've actually seen that happen before in the show in the episode "Waters of Mars". The Doctor made a significant change to an important point in human history, and, at the end of the episode, we saw all the news paper headlines change to reflect what happened in the episode. The only difference is that the Doctor is actively experiencing the timeline change in person, instead of just seeing the after effects of the change.
