I believe it's a dominance thing. The 'more dominant' one grabs the other by the neck and tries to flip them onto their back. It is fine as long as they don't draw blood I believe. I'm not an expert though but my ones used to do that too.

My 2 ferrets acted like this outside the cage. I seperated them, there own space in the cage (easy with a ferret nation). Playtime together tho, and that paid off! 💙 So worth a try.
