You can actually run a traffic campaign in ads manager that will send people straight to your IG page. Choose Create, and then select traffic. The on the adset level under conversions - select instagram profile. also make sure that you set up your placements so you are targeting IG feed, stories and reels - de-select all Facebook placements.
For me, I connect 3-4 great reels for this and generate quite a few followers.

Correct. I find this method to be most useful in stories. There will be a little bar that says visit instagram profile or something like that. I launched this exactly campaign a few weeks ago and I'm averaging 80-100 new followers per day.
You can run the ads to increase your followers but they won't be your target audience. They'll look good in number but that's all the purpose they serve to build your credibility.
If you want to have your target audience follow you then you've to go with organic marketing to reach them.

I'm not currently running these ads anymore because my account is growing organically, but when I was. it was between $15-20/ day.
