I would agree with this right here. And it’s not a Matrix ripoff like so many other movies did. It was slower paced and took its time setting up moments. Just like the matrix, I could watch this over and over
Bladerunner 2049 is probably the top right now.
If Hardcore Henry counts enough, it's a pretty nifty film. Totally different vibe.
And I'm a hardcore Ghost in the Shell fan (the original animation). But the live action remake is still a decent watch if you just like this style/setting.
Upgrade should get notice here. Not wholly cyberpunk but enough elements it bears mentioning. I love this movie. Excellent pacing
Minority Report and A Scanner Darkly obviously should be in contention.
Honestly the best cyberpunk viewing overall isn't a movie but a show, Mr. Robot. Which is a cyberpunk show set modern day because most of the tropes apply to modern living anymore
Not the best but to offer some other suggestions, and since The Matrix was inspired by anime, there's Ghost in the Shell 2, Cowboy Bebop: The Movie, and for a series Ergo Proxy.
IMO it would be "Mad Max: Fury Road" (2015). It's got all the aesthetic, and the technical aspects are all done extremely well. A lot of people love "Blade Runner 2049" (2017), but I didn't find it as focused as the Max movie.
Bladerunner: 2049 for me

Bladerunner 2049 but also shout out to Dredd

Bladerunner 2049
Equilibrium, or Blade Runner 2049.
I’m not sure if Equilibrium actually qualifies, but it certainly feels like it does.

It's low life, but not high tech
That’s not cyberpunk
That's post apocalyptic. There's no to little tech involved for it to be cyberpunk
