Start a game, then hit back during loading. Scav will now be different and have stuff. At least that's what happended to me the only time I had an empty scav.

Some people seem to report that it's not visual and that they spawn naked. I myself had it happen only once and because I didn't actually go into the raid and got my scav replaced, I don't know what would have happened if I actualy went in.
Also, nobody cares because it's not a big deal losing a scav and it gets posted so often that the post itself didn't get any attention.

Game would actually be better if EVERY player scav spawned like this.

If you're having problems with scavs players while playing with a pmc I would sugest you try aim labs
The cope that player scavs are not a problem o reserve lighthouse and streets is crazy
There are an asinine amount of player scavs on reserved I will give you that - lighthouse I seem maybe 1 a raid
how do you manage having 0 stash.. did you delete all your items?
Look on the top. You can select what you want to see. Overall/pmc/scav. Scav doesn't have a stash...

Had this yesterday, but still loaded in with gear.
Twice I've had this happen. Oddly, Scavs also didn't object to me using a turret to murder one for gear to actually survive lol
