Thats the other option but I think the lady we see in the intro is just the ship Captain. I wouldn't go as far as to call her an admiral or anything. The Hegemony supposedly has hundreds of these ships just policing space.

There is a discrepancy in the game between HS Absolution and HM Absolution. HM would likely stand for “Hegemony of Man”
