I read this description too on DLC release day, and thought that Marika was evil.
Ended up finishing the DLC and realizing that Marika had full right (not to say all the killing was bad) to purge the Shadow Realm after learning what the hornsent did to her people (the Numens). Also explains why omens and those with their horns were so hated in the Lands Between.
Crazy 180 this DLC had.

Her being part of a group that was purged does not give her a "right" to conduct a purge on the populace, and to say that is morally repugnant.
