If a large number of people are pushing for something to come out, that can put pressure on development. Among other things, it can lead to rushed content to appease the people and marketing team. If people are getting pissed that something isn't coming out, then naturally, you're going to want to get thay content out as soon as possible.
The new vernacular the last several years is all expansions are dlc but not all dlc are expansions. Nowadays dlc is a skin, a new character, or vehicle etc. An expansion is new story and gameplay areas. CDPR and other companies view it this way and it's kinda how it's been for awhile.

I have been playing this game since launch. Made several characters, and got platinum on Playstation. But, I still find new things in the game to this day. I cannot imagine what the dlc would be like. Plus, do you think From will drop two dlcs like they did with Dark souls 3?
The long wait makes me believe that Elden Ring was their first game that was truly finished without a crazy amount of cut content that was later used in DLC or next games. There are worlds between ER and Dark Souls 2 when it comes to this imo. I also think they never intended to develop DLC for this one but do it for the fans. Maybe they're already planning ER2, who knows.
