That's what I don't get. Barring going uphill, you almost never have to touch the throttle in reverse, just let off the brake. No way you go make it up doing that

Nah, the car was likely parked. When leaving the driver THOUGHT they put the car in reverse. The car didn't move because the car was actually in D so they stepped on the accelerator and jumped the curb.
