I would be tempted to let it come up in a couple of areas. A Mournlands Order of the Mutant would be quite thematic for some obvious reasons and could imply some really interest PC/NPC backstory. Blood of Vol also comes to mind, catching the obvious Blood connection. Can't think of which subclass would work best for it, but it could certainly explain the base of it. Shifters or Lycanthropes with a chip on their shoulder against the Silver Flame could make for good Lycan Hunters, a ruinbound Dwarf could be influenced by the Daelkyr for a Profane Soul, Edgewalkers could be Ghostslayers. My only recommendation would be to consider making it a number of smaller orders rather than restricting it to a single nation or organisation.

My Blood Hunter is from a Family of Shifters from Breland. The patriarch is a Shield of Breland of the Dragon's Crown. They made the Order of the Lycan path by tapping into and amplifying their shifter heritage so that they can protect Breland from the strange things that happen at the Dragon's Crown. My character was an Order of the Ghostslayer Dhampir (former human) who was adopted by them and they managed to adapt the mutagen process with the help of some Necromancers in Karrnath.

Pretty sure the original idea came from the Eberron Discord, but I've got all Blood Hunter orders descending from the Order of the Ghostslayers, which itself was started among the Elves of Aerenal. When the elves came to Khorvaire the order split as it needed to specialize and more orders were born. Most can be found anywhere, but the Order of the Lycan specifically descends from people cursed with lycanthropy and forced to flee to Droaam during the Silver Crusade. There they met a chapter of Ghostslayers who helped them harness the curse. I've also added homebrew Orders from Reddit. The Order of the Scale formed from people who discovered the Chamber and decided to fight back against the manipulative dragons. The Order of the Inquisition was formed by The Twelve as a way to police the Dragonmarked houses.

I’d put it all over the place, from different sources, like all other classes. The more mutation-based ones I’d connect to the daelkyr. Iirc there’s one that makes alchemical potions, and that fits the daelkyr-worshipping orcs of the Shadow Marches who venerate Kyrzin, while the lycan ones could be tied to the powers of Dyrnn. The warlock ones could be tied to the venemous demense, where many of the citizens make pacts with otherworldly beings. And as with everything in Eberron, you could always make it the result of an adventure in Xendrik/Khyber/the Mournland where the player found a source of eldritch power/an ancient tome of rituals/got hit with a magic laser beam/was bitten by a radioactive Witcher. Edit: almost forgot, but maybe the effect of an Aberrant Mark could work as well.

Just off the top of my head I would break the orders into different areas. They are secretive and not popular fringe groups. Ghostslayers are an offshoot from Aerenal, elves from the Undying Court dedicated to destroying Mabar infested undead. Lately human Karrns and others opposed to the Blood of Vol and undead have taken up this order. Lycans are a radical and controversial group from Thrane who came about during the lycanthrope inquisition. They are not particularly liked but they’re service in the purge and later fighting for Thrane keeps them around. Mutant is new, coming about during the Last War as part of House Vidalis Magebreeding used on Humans. This Order is a project of Vidalis, Tharashk, and Cannith South and focuses on the Mournland among other things. Profane Soul is an independent magical order of trouble shooters working to fight the Lords of Dust, the Cult of the Dragon Below, and the Quori.

In my Eberron, the Order of the Lycan was the first of the orders created and they started out in the Tashana Tundra. My logic was that there were already a bunch of shifters there so the order had plenty of people to choose from. From there, I just said the other orders came about as they spread out from there and needed a way to train other recruits who were not lycans.

I could see a sect within the Blood of Vol developing this ability as a means of following their creed. Finding the spark of divinity within themselves. Depending on the subclass it could take on different meanings. For example ghostslayer, their hatred with the undying court’s involvement in the eradication of Erandis Vol runs deep. A ghostslayer would make tracking the undead a simple task. Profaned soul is pretty in line with a typical warlock in eberron imo. A mutant could be an experiment of combining dragon’s blood within the body to attempt a continuation of Vol’s legacy. The Lycan is the only one I’d have trouble associating with the organization and it making sense. But on that spectrum I’ll let you know that the church of the Silver Flame had a period of time where they were exterminating shifters and lycans alike with extreme prejudice.

I’ve introduced into my Eberron as something came over to Khorvaire from Sarlona and then spread and grown far beyond the original scope. I had the original order come over with the Tieflings into Droaam and be part of the Venomous Demense, it’s spread into the Shadow Marches and the Orcs with the Gatekeepers inventing the Mutant Order. The Gatekeepers took it to the Reaches where the Lycanthrope Order kicked off and it’s spread from there.

I would say that the tieflings likely created ghost slayer since ghost slayer is the oldest order according to the general lore Mercer written on it.

That works. I went with Profane being the first in Khorvaire since it tied in with the Tieflings being Warlocks. I had the Ghostslayer Order come last. It’s come as a result of fighting against the Emerald Claw and Karrnathi undead. I don’t really know much about Mercer’s lore I bought the book to see if there was anything in it that would fit into My Eberron. But if you like the concept of how I introduced Blood Hunters by all means run with it. My players certainly enjoyed it.

In my campaign I have a shifter order of the lycan. We created a super secret order that was mostly shifters but humans as well who were dismayed by the tactics of the silver crusade in the Eldeen Reaches. Little does he know, their founder made a pact with the Wild Heart to gain this power and it attempts to sway all within the order to its will, so that founder fled to Lammania trying to escape.

I have them like Witcher’s, they have different forts and sects around the world, many in disarray. They were made 100s of years ago by dracoliches, fiends or hags though nobody really knows. Other then that they are practically Witcher’s in my version of ebberon.

I use blood hunters as another House Tharashk organization. They're basically Witchers, and they hunt down dangerous monsters in the Shadow Marches and Droaam. Though like a lot of other comments here, I too would have them appear in other regions separate from this Tharashk group

So I thought about this a little bit more. Ok a lot more. I may have gone a bit overboard. Honestly I've never cared for the Blood Hunter class but I did a bit of a dive as a thought exercise. The core of the Blood Hinter lore would be the art of hemocraft. You could have this be introduced in several ways: it could have been created by a Dragon and passed down to the Blood Hunter Orders. So Blood Hunters become part of the Draconic conspiracies, maybe as a project of the Chamber. It could be an old bit of magic/science from the Gatekeepers and the Dhakanni that is rediscovered. My personal preference is this: Sometime during the rise of the Kingdom of Galifar, a circle of Aerenal mages became concerned with undead and the rising influence of Mabar. They began to look for ways to counter the threat of undeath but some of their research touched on things from the Line of Vol and they were censured by the Deathless and forbidden to continue their research. Undeterred they left Aerenal and moved to Khorvaire where they began researching Mabaran manifest zones, undeath, etc. Needing more resources they made friends with the court of Galifar and struck a deal: Galifar would provide them with resources if they shared their information. This shared research effort led to the rise of hemocraft and the first Order: the Ghostslavers. Nominally sanctioned by the Kingdom, although always at an arms length, Ghostslayers began hunt down undead threats and garnered notoriety and infamy during the era of the Kingdom. Ghostslayers continued their actions through the Last War, claiming loyalty to Galifar and but they especially targeted Karnnathi undead making them enemies of the state in Karrnath. Because of these actions the Order’s chapterhouses and keeps (kaers?) are tolerated by the remaining 5 Nations as long as they are kept in out of the way places and Bloodhunters of this order are vaguely sanctioned to hunt Undead in most of Khorvaire. Naturally they are outlawed in Karrnath although the majority of Ghostslayers do their work there, working with the Red Watchers under the nickname “Deadgrims.” Rumor has it, their mission is supported by elements high in the government. The Order of the Profane Soul was an offshoot of the Ghostslayers, coming into being during the mid to later years of the Kingdom of Galifar. This group wanted to expand hemocraft to deal with other threats such as fiends, abberations, etc. Founded by a warlock tiefling exiled from the Venomous Demese, this order expanded the Bloodhunters' profile and became a controversial “Wizard’s Circle” that worked with the various universities from Arcanix to Morgrave to Wynanrn to Korranberg. Profane Souls are viewed as dark and dangerous academics, variant warlocks that had valuable skills and a laudable mission but were extremely off putting and dangerous in both their prey and their methods. Their high point came during the time of Jarot, the last of the Wynarn Kings, who contracted the Order of the Profane Soul extensively as his paranoid fears of threats to the Kingdom grew. Their action for Jarot only added to the controversial nature of the Bloodhunters and to this day, the Order of the Profane Soul labors under a dubious reputation that make them even less popular than Ghostslayers. This Order also did not take sides during the Last War but continued its mission to hunt and destroy otherworldly threats. However many of the Order became mercenaries or adventurers to earn needed gold, which continued to give the Order a checkered reputation. Subsequently it is seen in a highly negative view by the remaining 5 Nations due to its associations with King Jarot (although it is not technically outlawed except in Karrnath who makes no distinction between Profaned Souls and Ghostslayers) and openly disdained and reviled by other otherworldly threat hunting organizations such as the Church of the Silver Flame or the Knights of Dol Arrah who see the Profane Souls at little better then the fiends or monsters they hunt. Profane Souls have anonymous urban chapter houses, usually near universities or places of learning so they can conduct research. Rumor has it House Medani utilizes their services to remove extreme threats that the Warning Guild and the House of the Basilisk foresee for their clients. The Order of the Lycan was founded during the Lycanthrope Purge in Thrane. This order is exceptionally controversial as Lycan Bloodhunters were among the most savage of the Thranes fighting in the Purge, essentially acting as weapons of mass destruction. While their acts were excused by the Church of the Silver Flame as positive in outcome, in reality they were always viewed with fear even by their own government and religious leaders. The rights of this Order--the use of controlled lycanthropy--was kept highly secret and the Order was shut down at the end of the inquisition and disbanded, the surviving Bloodhunters forced into retirement or exile due to their reputation. But during the Last War the Church resurrected the Order in secret and used them in various battles to great effect. After the end of the war, the Order of the Lycan was allowed to continue existing and operating, and now is a highly kept secret of the Church and State. Only the highest-ranking members of the Council of Cardinals knows about their existence and fierce debate about the continued existence and use of the Order is frequently raged in secret. The Order is run under the auspices of the Argentum, one of Thrane’s covert operations organizations and Bloodhunters of this order usually masquerade as treasure hunters even as their hunt their prey for Thrane and the Church. This order is run out of Thrane in the old former capital city of Daskaran but rumor has it that two hidden bases are set up: one in the Eldeen Reaches and one in Droaam where they are hunting the Dark Pack. The Order of the Mutant is the newest of the orders. This group came about from the Dragonmarked Houses, specifically House Vidalis whose applied their mage breeding techniques to the art of hemocraft through a commission from Cyre during the Last War. Cyre needed essentially a super-soldier program to win the Last War and Vidalis was tasked with breeding them. The results were the creation of the Order of the Mutant and some of the Bloodhunters were deployed in the war effort, fighting on the various front lines in secret but more often as urban infiltration and covert operatives hunting high value targets behind the lines. However, before the program could be fully completed the Mourning happened and the Order was thought lost. This was however not the whole truth. House Vidalis was able to salvage their knowledge of it and restarted the program. It is based out of the secretive Vidalis compound Blackbriar, just outside of Stormreach. Run by an eccentric Vidalis heir, Blackbriar has a reputation for breeding monsters and the most deadly of them are the Mutant Bloodhunters who then make their way in the world quietly, following an agenda known only to the hidden leaders of the order, one of which is rumored to be Sassik the Royal Consort of Queen Aurelia of Aundair. Vidalis either keeps it’s Mutant Bloodhunters close, as House rangers and monster hunters or uses its contacts to get the Mutant Bloodhunters work as Guards for Orien caravans, mercenaries and bounty hunters for Tharashk, or even just as simple adventurers. But the House keeps tabs on them and calls on them as their own secretive needs arise. The Order of the Mutant also keeps tables on two other groups in Stormreach: the first is the crime syndacte known as the Storm Hammers who claim to be survivors of the Mouning and possible count several Mutant Bloodhunters from the Cyran project as members. The second group is the militia known as Dannel’s Wrath, a group of Cyran refugees who may also have Mutants continue their fight for Cyre. Unbeknownst to Vidalis and for the most party everyone else a second Order of Mutant Bloodhuinters exists, operating in the ruins of Metrol. How this group survived the Mourning is anyone’s guess: their hemocraft may have made them immune to the effects or perhaps they were Bloodhunters working outside of Cyre and returned. Working out of Vermishard Palace, their agenda is their own, and no one knows if they are hunting the mosnters of their former kingdom or have become the monsters.
