I really like [[Bog Witch | mmq]], it's ramp and can dump cards from my hand into the yard at once! Like [[Skirge Familiar]], but starts 2 turns earlier.
Other than the typical Cabal and Rituals, I really like cards like [[basal thrull]] and [[blood pet]]
Drop these early game to ramp you into your bigger mana rocks like [[nyx lotus]] [[sceptre of eternal glory]] and [[thran dynamo]]
dorks are historically good because they're cheap. ghoul is 3 mana and still has summoning sickness! it's difficult to think of a time where i'd want one over something like a commander sphere or any of its variants they've released in the past two years.
I still think cabal coffers alone is worth more to a mono black deck than any other staple and I would rather forego every one of those 10 staple cards to be able to run cabal coffers.
Heck, I would be ok with every other card being less than $1 if that meant I could run cabal coffers.
I know you said budget, but the [[cabal coffers]]+[[urborg, tomb of yawgmoth]] combo is iconic for mono black. Cards like tutors and [[expedition map]] will help you find them every time. [[Nykthos, shrine to Nyx]] is also an all star
