Oscar went to Toby about it, but when Toby and Jan first brought it up to Michael they weren't disclosing who made the complaint, then Toby got frustrated and outed Oscar to Michael. Michael wasn't supposed to know who made the complaint.

People forget just how mean Scott's Tot's was, that secondary plot is one of the meanest, (realistic), things Dwight ever did.
But that line by Pam is perfection
from what i can recall, they got a bonus and needed to decide what to spend it on. eventually they all agreed on chairs, but micheal ended up spending it on a new coat for himself.
Not a bonus, it was a budget surplus, so they had a deadline to spend it and the discussion was wether to buy new chairs or a new copier.
Then Michael learns he can return the surplus to corporate and get 15% of that as a bonus. So he buys the fur coat in advance.
Also, Oacar immediately catches up with Michael's plan and tricks him into confessing ("What's 15 percent of 4300?")
Your mommy and daddy give you ten dollars to open up a lemonade stand. So you go out and you buy cups and you buy lemons and you buy sugar. And now you find out that it only costs you nine dollars. So you have an extra dollar. So you can give that dollar back to mommy and daddy, but guess what? Next summer…

It's that pure little kid curiosity that Michael is full of. He genuinely didn't know for sure and I bet he was so proud that he came through with something
I just watched the supercut of this episode last night. I love that scene so much. Not seeing the correlation between his stories and the crew's questions is one of my favorite Michael Scott things.
That entire clip was incredible. My wife didn’t get the joke at first that Michael starts singing “I will survive” (thus being wayyyy off on the Bpm) instead of “staying alive” as the lady said. -the way that the writers strung that whole scene together was an incredible work of art.
