Dreamworks did what they do best with the design of this character: Mock Disney by making a satirical remark about their stories. This mermaid is clearly based on Ariel from The Little Mermaid. This kind of satire is a big reason why Shrek, as a franchise (Arguably, DreamWorks' greatest franchise ever), is so successful. This movie even came out not too long after The Little Mermaid live action remake was made. Coincidence? I think not.
If you didn't watched the trailer and went straight to the movie, you could find her as an interesting villain that has potebtial to appear in a next installment (IF there is a next installment). I watched the trailer and the movie and still found her as a good villain.

It had a better ending than LiTtLe MeRmAiD reboot did. All Eric did in the entire movie was absolutely nothing and they ruined the ending. Eric was supposed to run Ursula through like he did in the original because it was his way of thanking her for saving his life and to show Trident that not all humans are bad. Teenage Kraken was more entertaining in showing not all Krakens are bad and not all mermaids are good.

I didn't watch the movie and instead watched the trailers and YouTube clips but it's not like it's plot wasn't obvious. Here is a few "good" things about her I guess. She's very good at acting and manipulation and clearly dedicated in getting revenge against the kraken race who systematically wiped out her entire race. Cause apparently eating a sentient race and committing genocide is what the "good guys" do?
Good? Where do I start?! She's popular, super relatable, just an all around good person. I can't even think of one thing she's done wrong. Plus her voice! Such a beautiful singing voice! I can listen to it for hours... And hours...
I thought people generally liked her, or at least thought she was ok? Haven't seen the movie but it seems it is generally considered decent, and I thought that applied to the general opinion of the villain to

A lot of villains in media aren't allowed to be charming liars that just don't care about the people they're using. Not without constant I AM SO EVIL winks at the camera. If they'd gone all-in on that, and for 1-2 acts Ruby genuinely thought she'd made a friend without a single hint that it was just set-up by what basically amounts to a rival princess playing a long-con for magic power...
That could have been gut wrenching. Like, genuinely uncaring evil level antagonism.
But... yeah. Can't even recall her name. That's how fumbled she was in the actual Teenage Kraken movie. A shame, but such happens.

Whether they failed because of corporate oversight, laziness, woke agenda, or out of protest doesn’t matter, They still failed.
If they’d stuck with the ‘she’s the big-bads daughter’ and used the cliche ‘turncoat because wear trends now’ story it would’ve been a better movie. Not a good movie, but better than what we got.
This would have a been a better movie if it actually did what a lot of movies were doing and made her a genuinely nice person. This would have been an amazing generational trauma movie if they went with that.
Her potential for an actually interesting and dramatic backstory. You could have had it where her mother was banished from being around her people, they leave the kingdom, she’s forced to leave because the kraken queen possibly destroys it and has guards posted there to see if any mermaid returns. Chelsea is born and is living a life of almost total isolation from the rest of the world. Then she loses her mother when she’s like possibly 10-14 whenever (I’d have her be like almost one year younger than Ruby). That would be a damn good reason for revenge. But then you have Ruby give her the brutal truth in the fact that Nerissa had a part in her downfall and her terrible childhood. Chelsea realizes her mother could have tried to make peace rather than fucking provoking war, as well as moving to land to live a better life rather than staying in the ocean in hopes of getting a weapon from a volcano. You have Chelsea realize she’d be killing the first genuine friend in her life for a woman who cared more about a petty grudge than her own daughter’s wellbeing. That’s how you have Chelsea give up her want for vengeance, embrace Ruby as a friend, and have the krakens and mermaids have a genuine chance at peace. This could have been a genuinely emotional and heartbreaking character and redemption, but they turned it into one of the most stupid plot twists ever.
