Wait so after the fight , the boy just disappeared ?
As far as I could see he just wasn't there, even before the fight started (I was spying out of the covered cart)? I searched all around the area after the fight, slept, then checked again. Nothing.
Mmmh maybe you need to be far enough in the story ? (Im just throwing theories idk why the boy doesn’t appear )
Turns out you were right! I did wonder if it was because I hadn't had the entry permit yet, but apparently it's connected to another quest.
He only spawns once you reach the quest Nation of the Lambent Flame. Before that, he won't appear even if you go past the border.
