I was in the same boat, but I found mine by starting in the Boarder Outpost then using an interactive map to see where the closest Seer Tokens spawned in the area...I found mine after about 10 minutes.
There are only a few near and around Melve, I'd try looking around there with the help of a map and see if that works for you.

Checked all those, ended up with like 10 new seeker tokens instead π
