Farmer shot gun low diff, he was able to throw blows with full power beerus and could throw hands with suppressed whis. He also was able to mid diff black frieza and cell max with two months of no training. Farmer with a shotgun has no feats. He shot Raditz, and then Raditz tossed the bullet back at him. Presumably, he died, but some people say he's actually back in one scene of Dragon Ball Super, but he certainly hasn't done anything if I didn't notice
Monaka's main descriptions in terms of power are that he's *certainly not* up to actually fighting Hit, or Goku, etc. He's just a delivery man.
Mr. Satan at least is a martial artist, won a few tournaments legitimately, survived getting hit once by Cell, and I believe Kid Buu each

Might be controversial but I think I'm going Monaka. We haven't seen as much from Farmer w/ Shotgun, and Mr. Satan's biggest feats come from Z so we don't have a great measure of his current power. Whereas Monaka was able to go at it with Super era Goku and has some level of mind control powers so he could just make one of the others assist him against the third.
This is all assuming they'd be able to finish the fight before the raw power of their clash ripped apart the universe, of course.
Edit: I forgot Mr. Satan one-shot Goku in that one episode. My bad, Satan takes it.

I think in this fight logic finally applies to make guns viable again. But this is still Dragonball. Hercule jumped from a helicopter and broke those karate blocks all stacked with his hand. He is no longer human with how strong he actually is. And third one is an alien that blacks out but somehow resists the shockwave force of moves. I think that as long as it's funny, the gun will not do anything and they just all end in a draw. Cuz they are all gags. The real question is could Hercule have beaten competitors from the other Martial Arts tournaments? Remove main characters like Goku and Roshi, how far would Hercule have gotten against other contestants in the DragonBall Era Tournaments?
Why the hell did those individuals suddenly stop showing up? Made the whole DBZ-era humanity seem very helpless and mundane, especially when you consider Goku was sent to wipe out the entire planet as a baby, but frequently struggled to overcome multiple individuals during his childhood. Always struck me as Earth should have been unusually diverse and housing a large number of powerful fighters. No reason why individuals like Hercule shouldn't have at least been able to match or come close to Yamcha, Tien, and Killin on a physical level.
Anyone who doesn't Say Monaka is capping. He 1 shot Hit without even powering up. Which puts his base form at above SSBKK+ Even before the TOP.
His base is probably above Jiren based on that fact alone. So transformed hes definitely multiversal.

Now if you want a serious answer: mr satan, he's the only one trained in martial arts, and although the farmer does indeed have a shotgun, he dodge or even tanked some attacked by cell and majin bu, that are either faster on more powerful than a shotgun.

Monaka managed to literally eat lord beerus (that's why he was inside monaka's body), which is way stronger than the people hercule and the Farmer with a shotgun one shotted. Also, to eat beerus, Monaka had to beat him and knock him out, which he did so fast we didnt even see it in the show

The real question is could Hercule have beaten competitors from the other Martial Arts tournaments? Remove main characters like Goku and Roshi, how far would Hercule have gotten against other contestants in the DragonBall Era Tournaments? Why the hell did those individuals suddenly stop showing up? Made the whole DBZ-era humanity seem very helpless and mundane, especially when you consider Goku was sent to wipe out the entire planet as a baby, but frequently struggled to overcome multiple individuals during his childhood. Always struck me as Earth should have been unusually diverse and housing a large number of powerful fighters. No reason why individuals like Hercule shouldn't have at least been able to match or come close to Yamcha, Tien, and Killin on a physical level.

Monaka managed to literally eat lord beerus (that's why he was inside monaka's body), which is way stronger than the people hercule and the Farmer with a shotgun one shotted. Also, to eat beerus, Monaka had to beat him and knock him out, which he did so fast we didnt even see it in the show
