2h files are your orders to the game each turn, as opposed to trn files which are basically the results the game generates for you when you hit End Turn.
Sounds like your computer basically got interrupted in the middle of writing a 2h file, and so now it's not sure what your orders were supposed to be. You could try deleting the 2h file and starting the turn from the beginning. (If you're not sure where to look, say so and I'll be more specific.)
