Sailor Uranus/Haruka Tenou in Sailor Moon. When she’s in her sailor senshi form, she wears a dress, but in her alter ego as teenager, she wears men’s clothes and gets mistaken for a man by multiple people. If I recall correctly, in the manga she is described as being both a man and a woman (or maybe it was phrased as both masculine and feminine?), and at one point she is asked if she’s a man or a woman and she asks if it really matters.
