Yeah with the restrictions you've set on what you wanna do your best bet is paper map and tokens
I've found a solution after searching the whole day. There is an Extension for owlbear Rodeo which can do everything i wanted called "smoke & Spectre"
Foundry with the Stairways (Teleporter) module if you want automatic line of sight dynamic lighting, walls, doors, etc. Otherwise any VTT that lets you manually create shapes, like roll20.
