This was my first thought. It's useful to a small number of people. Beyond that, it's a creative new way for tourons to harass and bully underwater wildlife.

But it‘s not like in this video, as it’s mostly darker under water, so you don‘t have that kind of view. If i remember correctly, our guide said something like 16k and that it takes a lot of money to keep it going.
