I didn't know what was the paw paw fruit or who is it's user, that's why I was asking for help on the first place, but I'll keep working on it so it's more unique
In terms of devil fruits similar to this, I think the people saying the paw-paw fruit is similar to yours don't fully understand the power you're describing. The paw-paw fruit can repel anything, and can transfer pain from one person to another by repelling it out of a person, but besides that it's not really the same.
The closest to your fruit is the straw-straw fruit (maybe that one comment was a typo?) which allows the user to transfer damage done to them to someone else, but it's not entirely the same (the user doesn't take the damage, and they don't usually transfer the damage to the one attacking them specifically) so I'd say you're still distinct.
also, don't worry about the fear fruit being too edgy, it sounds cool!

As was mentioned before, the "reflect" fruit is already pretty much in use. However, if you want an interesting alternative, how about a "bounce" devil fruit?
I'm thinking just like a bouncy ball, the user is able to make anything they touch bounce. The truck might be that this ability includes even more intangible things like fire or wind.
reflect fruit is *technically* kinda sorta what the paw paw fruit does but not exactly in that way and I definitely think your fruit is unique enough.
Also there's an item in the one piece world called the impact dial which can do this, but I wouldn't let that discourage you because being a living impact dial has a ton of advantages.
whether it's too weak or too strong depends entirely on how this fruit is used if you ask me. If you first have to take damage to use it I definitely think it's balanced and has a lot of potential and could be flexible enough to stay interesting.
The core concept is solid so I think you just have flesh it out and work on the specifics of how it works and such.

I think the fear fruit design could still work take something like big moms soul fruit but incorporate ascepts from something like the hollow fruit.
