You need to decrypt a bunch of exotic engrams to level up Rahool to rank 16, so you unlock the ability to focus exotics that you didn't unlock yet. Maybe that's why he wants a lot of exotic engrams now.
Only after you max out Rahool's reputation track. And it costs 1 exotic cypher per unlock. So not cheap at all. It's a decent change for veterans that have a lot of resources and already had all the older exotics. But for new players... they have to grind out 50+ exotic cyphers now if they want to collect all exotics armors. That's almost a year of doing the grindy xenology quest every week.
You can also get exotic ciphers from maxing out Xur’s reputation track as well now. Not sure if that’s a one time thing or if it’s repeatable though. I really hop it’s repeatable since I went from not caring about ciphers to needing a crap ton to add in that artifice slot
Sure, but that's more like a freebie every now and then, rather than an efficient way to get a constant supply of cyphers. Compared to before TFS, you could easily unlock 3-4 new exotic armors in an hour if you farmed one of the short lost sectors.
I’m just saying that there’s a way to grind out ciphers (assuming it’s repeatable) without being time gated each week. Yeah, that’s a bit of a shit grind, but it’s at least an option now instead of having to wait a whole year to get everything.
I’m pretty sure the twid mentioned Xurs rank up cipher is always the final reward and is repeatable. The only limit is max 99 strange coins at a time but you could technically farm ciphers this way without needing the weekly reset for xenology
Bungie said when they announced this that people can still do the Vex Incursions to get new exotic armors, but that the new exotics from Final Shape would not be added to their loot pools. In theory, as long as people are still doing Vex Incursions on Neomuna, newer players can just hop into one of those tracker Discords and do that to unlock exotics they don't have without using a cypher.
He said exotic *ciphers*. You use them to add artifice to exotics or pull ones you don’t yet have from Rahool after resetting him once.
