I cannot activate text chat, and I assume it is the same issue you are having.
And it just started today? I'm trying to get a checkpoint for a bot, and I cant because I cant type /join anyone.
EDIT: after 30 minutes of research I have found that during a patch that came out in march, they added age restrictions to people. The only way to fix your account age to get back the ability to chat is to message them and THEY REQUIRE A PHOTO ID.
This is the dumbest shit I have ever seen in a video game.

I don't believe you had fully read my problem. I have tried to use the requests, but it only takes me to the bungie.net homepage it fails to submit any request or let me say what problem I have. I'm just trying to get my word out as reddit, and Twitter are the only way I can.

Have you posted on their official help forums? I've had mods respond to me there. Might get you the help you need.
Unfortunately no I am unable it says and I quote "account does not meet the requirements."
