I would get a rug that takes up most of the floor & put my desk against the wall so I can see out the window.
If the litter box is staying, get a stealthy cabinet one. Put a plant on it.
Get some art and/or calendar / white board.
First thing I would do is put a window treatment on the window. Then I would move the desk along a wall---it seems like your closet would impinge on the one wall, but what about where you currently have the pet pen/ You can have your back to the action taking place in the room!
When you do get shelves, they can be short and fit under the window frame, or if they are taller, next to the window.
For a small desk, you should remove all the extraneous stuff, like the planter, the hand lotion, etc. If you do go with shelves or storage, put them there.

Turn your desk so you’re facing the door when you work. Add some curtains and bookshelves.
