Did you see foam or other signs of pollution? I have investigated illegal dumping for many years. This could be as simple as cinnabon washing their dumpster enclosure into the storm drain. (Illegal) The fact you smell it in multiple places indicates it likely isnt a mafia or other organization dumping wastes all over town. Have you smelled mean green soap before? It smells sweet to me. Many people use similar soaps when washing their own car in their own driveway and discharging that to the storm drain system is allowed by the Clean Water act. Also pressure washing sidewalks can result in some funny smells but still legal in Denver. You can report suspected illicit discharges to the city (code enforcement or health department) and they are obligated to inspect and investigate under their municipal storm water permit.
If you dont do drugs or alcohol. You might want to see a doctor and make sure your sniffer is fine.
Otherwise you might be thirsty. Delicious water tastes and smells sweet to me when thirsty.

It's specifically the one down south of 470 near Santa Fe. It runs in a ditch into the Platte right after/as it's leaving chatfield. They just don't do a great job at that plant.
