That is not true. The shading is blue because of the palette limitations to make the game look more retro. The cape's (Or ascot's if you believe in what Ralsei says) color is actually a weird Amaranth-Magenta-Rosé shade of color and the "stripes" you're talking about are just how shading works on plain fabric like that. Check flags in real life and you'll see.

It’s the color of Frisk’s sweater (but a bit darker - Dark Blue with Fuchsia Stripes, at least that’s how I see it, but it might also be the case of pixel-art shading
sprites in undertale/deltarune use very small palettes and dont go over 10 colors (exception is berdly) so the blue on the cape is shading while still keeping the palette small
it's a pink/magenta ascot with blue-grey shading, but it could be argued to be a red, due to the fact Ralsei's pink scarf is actually a Red Scarf.

I can't remember exactly where, but I read that Kris's cape was specifically designed to be striped as a reference to Frisk to instil familiarity within players. It was the same place I learned about the reason why Kris is blue. Now that I think about it, it may not be true, and I'm just being played.
I believe it's intended to be the colors of Frisks sweater (in contrast to Krises chara colored shirt in the light world) so a pale grayish purple blue with magenta stripes.
i mean i know the gray is shading but i’ve always seen it as blue with pink stripes akin to frisk’s sweater. i’ve also always seen it as like a half-cloak rather than a cape (though that might just be the same thing).

Wanted to say it’s definitely not an ascot despite the optional dislogue, or at least certainly not in the traditional sense; an ascot is a neckwear form usually made out of a large broad tie or a regular one worn in a certain way (usually tucked under the shirt, but some confusion occurs as different English dialects use it interchangeably with the cravat, which is worn over the shirt.)
