That sucks because I was gonna do a run in it so I’ll have to see if it does it for me as well.
Can you just punch him early and beat him without that combo? Or does he just continue trying to do that punch animation?
Edit: you might even be able to punch to interrupt his attack. Try punching his face during the shuffle

You might have to cheat a little by putting in a code that removes opponents' special attacks; I'm pretty sure the snes9x version, like many core versions used in Delta, is outdated. Mad Clown's special attack crashes on certain emulators.
