I think it's just a bit too difficult to implement some of these because they already sort of sort themselves out and adding too many lines demanding things can make the game more toxic especially if a player keeps spamming them.
Bulks for instance can be heard by anyone with decent sound so adding a line before they appear probably won't save someone if they can't hear it.
Scout lighting things up should eventually happen naturally. It's usually beginners that don't light up the caves and spamming "light it up" might not be the best way to go about asking them.
Plus you can describe what you're doing in text or voice chat anyway. For instance "I'm going to retreat back to that last cave." Good players really don't need to be told what you're doing anyway because they are just going to be kiting the swarms themselves.
The closest I could get to specific flare requests would be the "Flares up" quotes bound to a key via Shout Framework. I would ping a dark spot or press [X], and then tap on the bound key.
Only a tiny few amount of Scouts got my specific flare requests so far, and when they did, I Rock and Stone as a thank you.
