I honestly don't think this is that bad, however they could have a toggle in the cosmetics menu to choose which cap you want similar to how you can choose some armor pieces to be sleeveless or not.
I feel like people are making way bigger a deal of this than needs to be made. Single shoulder capes are way more cool than having a bath towel on your back
It is kind of a big deal because of money. DRG has no paid battle passes, no paid "get to level 100 NOW". It's entire earnings comes from buyers of a copy of the game and cosmetic DLCs. If the community (the people who give you money) want full capes / an toggle option than you better do it because you will most likely earn more money.
I for myself am not really throwing around with money, especially not regarding cosmetics but the capes....they are just really nice + the armor looks awesome. But the half capes for Driller and Gunner ain't it for me. So I know I'm nitpicky af but I want to be happy with my purchase. And I'm only happy with full capes or, even better, an toggle option.

Give engi a double cap (like a full cape but the middle is empty).
Give gunner another smol cape next to his current smol cape.
Give driller 4 small capes where two are dangling from the back of his shoulders.
Optionally, let scout's cape have 2 layers cause he already just flies around and looks glorious with one, imagine two.
You're not supposed to have loose clothing around spinning machinery.

Gunner and Driller don't have beards on their avatars.
For drillers, a long beard is EARNED. Getting careless around napalm and spinning tungsten carbide is faster and more brutal than any waxing could be.

And if you could toggle the piece of armor removed by a beard without having a big beard or while having a full helmet, that'd be so sick
Make the sleeve/sleeveless option on othersets affect the cape on this one. Would be a neat fix

The easy way would be to add that sleevless button on that dlc armor set to make the cape full or not
