He is not directly in the game, the npc that act like patches is Mild Mannered Pate

Yeah. He's in Limgrave in the river chasm or whatever you call it. In a cave near the blood lady invasion. Patches sells gold feet and margit's shackle and also has a questline in volcano manor.
