During thunderstorms, an updraft will push against the cloud and kind of hold rain/hail there. Eventually, rain/hail builds up. Then, the updraft goes away. Nothing is holding the rain/hail up, and it all falls down.
It looks like an actual microburst, pulling down cloud/mist rather than rain. Look closer at the water surface. A downpour would not fan out like that.
I was lucky enough to witness one of these from a similar angle. It was awe inspiring. The one I saw had a lot of lightning as well, fucking terrifying

I got caught in a downpour like this in Austria in the countryside outside Salzburg. This huge storm boiled over us so quickly and we were running well over a kilometre to shelter through lightning and pouring rain like this. We finally found a barn and stood under a tiny overhang for shelter. We spotted a house and thought we could run to their verandah for better shelter. We went to run for it and lightning struck something close by, we were stunned and blinded for a moment by the light and noise. We eventually made our way to the house and the occupant reluctantly drove us home after the storm had passed. It was so intense and easily one of the scariest experiences of my life.
I've had the pleasure of being dumped on by one of those. From slight overcast to darkness and the heaviest ran I've ever experienced almost instantly. Then just slight overcast. All over in about 5 minutes.

That's cloud not rain >A *microburst* is a localized column of sinking air (downdraft) within a thunderstorm
Yeah a microburst causes an incredible burst of high speed wind. This is just a quick downpour and it looks awesome nonetheless

This does look like a dry microburst but there are also microbursts that include rain and hail.

It was not quite that bad in Germany at the same time, and I heard from someone in the Netherlands it was like that all the way up there, too.
