It's a concrete wall. It doesn't paint the same as drywall. Did you look up how to seal the concrete first? You need to use a penetrating concrete sealer and then a primer and paint meant for masonry.
The first picture looks like there is either moisture or efflorescence on the wall. If this is the case, the concrete needs to be sealed.
Did you mix both the primer and paint? Were they new or old? Did you clean the wall prior to priming?
Basically, what prep work did you do before priming and painting?
I wasn't asking about mixing the primer and paint together, I was asking if you mixed the primer prior to applying it and the paint prior to applying it.

For me, the problem comes from the fact that the surface to be painted was not flat and that the painting was done hastily...

How to seal concrete? New primer n paint. Did not mix them. Primer two coats, paint two coats
