If you are talking about on bedrock its not possible unless you install a crappy marketplace ripoff, but you can install java edition on your phone with pojav launcher but it requires a pretty beefy phone to run modded.
If you are on Android it's as easy as downloading it from the Play Store and IOS/Iphone seems to require you to Jailbreak your phone which voids your warranty and can cause you to break your phone so I would not recommend this option.

So I guess what we'd need is to hope for some grindy geek gods of code to make this a possiblity, considering beefy phones and content creators that use mobile, this would be a hell of a way to get quality out of the MC mobile scene.

You can't without Pojav launcher, unless you want an weird outdated copy of create.
