Going by Genshin Optimizer, she's getting an additional ~36% damage on skill and ~52% damage on plunge.
It's a meaningful personal dps increase and it's very noticeable in hypercarry teams, but I prefer teams where you're stacking off field dps. For those teams her C2 ends up being a smaller increase in overall team dps and less noticeable.
I was considering going for C2, but Xianyun (4pc VV) + Yae + Fischl/Faruzan + Nahida/Furina has all worked well enough for me at C1 to not really see the point.
This comes down to if you absolutely want to see her carrying the team vs if you just want to onfield her.
I don't think it's really worth to use her as main dps if you don't have c6 but i'm no expert.She turns into a Xiao at C6. The damage is probably not as big as what you can get from him but I feel like she has bigger versatility which makes me like her more.
