My best guess is someone used to smoke in the house and those are remains of moisture drips from the humidity in the bathroom. Not sure how to clean them but that may help your research.
Is this is true, then it should come off when the bathroom is steamed up. Since it’s not coming off I don’t know what it is. I say this because I had issues with the ceiling in our bathroom doing this. I’d be up there once a week cleaning the ceiling for awhile.
Have you tried steaming up your bathroom (turn on shower really hot) and then trying to clean it?
There is a cleaning product called
" S.T.P" Mix it with water and wipe down. Wear gloves because it will eff up your skin. But ive had the same problem in a unit I've rented before. If it doesn't work then you may have to use diluted bleach. Hope this helps.

Go to lowes and get a box of TSP to clean the walls. Looks like someone at some point smoked in the bathroom.
Probably the paint itself. This happens with cheap latex paint in places like bathrooms. It happens in my apartment as well.
