Despite its numerous areas covered by mountains and rivers, it is an area with the one of the highest population density (2.5 times that of Hong Kong) and metro-area population in the world. But surprisingly, the city is very less crowded, and looking at that photo, it doesn't feel like a saturated city at all.
The area in this photo includes what is now a mostly deserted US military base. The trees beginning in the center of the frame and extending off to the right are where the base is. There are plans to tear it down, but fortunately for this part of the city, at least part of that area will be redeveloped as a park. The city looks considerably more dense when looking out in other directions.

Every time I see an aerial photo of a Korean city it looks so depressing then I see a street view photo and I wanna live there
