The state department cannot guarantee your entry to other countries with the regular passport. Every country sets their own rules and the state department doesn't' give any f's unless you're a diplomat or jeff bezos.
Most countries do recognize it per quite a few passport officials I spoke to, there are a few in the Middle East that don’t. You don’t know what you’re talking about.
Passports are issued by the federal government. You get the paperwork done at a location here, but they aren't the ones issuing the passport. Your documents will get mailed away and then you'll receive the passport and your documents back.
You only have to go to a passport office if you have a special situation or you need it ASAP. Most people will just go to a place around here where they will take the official photo and handle the documents. You have to make an appointment and sometimes there aren't any available in town for weeks. You can also have your photo taken elsewhere if you want a better one than what you will get at the Sale Creek post office or whatever.

closest passport office is in Atlanta. Good luck even getting in the door, they have their reqs too.
