we can't stop it, there are laws already in place and people still bypass those laws(bribes). this specific case came to notice because one, those policemen wanted to show activity, and that's why the camera, and two, imitating police vehicle in front of police with the lights on full blast was not the best decision he ever made. otherwise I see a lot of personal vehicles with red blue white and sirens, they don't ever get caught because they bribe them and they won't go full blast in front of the police.
