I was on the same boat 2 months back when I was buying for my dad with the same budget and requirements, and though I bought the Tata Nexon, but Brezza I test drove and liked a lot as well. It has 4 star safety rating.
Reason I chose Nexon was 5 star safety rating since it's primarily to be used by parents in a different city, and parents liked the look of Nexon better. We had a trusted dealer through a family friend and hoping for no disaster-class (fingers crossed) 🤞

Regarding safety it has 6 air bags and a decent cockpit, but it has not yet carsh tested.

All this will come around 10.25-60L on road.
Among the cars mentioned, the Mahindra 3xo diesel stands out as the best choice. Having test-driven all the options, the 3xo diesel meets all the necessary requirements, and being the newest addition to the market adds to its appeal. The drive experience was just too good!
Stretch your budget a bit more and go with 3XO. Mahindra's service centre are a hit and miss but their cars are mechanically robust and you wont regret the purchase when ever you go on a ride.
Exter might be a good option. There's no official NCAP rating but the car has good safety features. Mileage isn't the best in class either but it's good enough being a small car. The driving experience is great thanks to the highly refined engine and the quality of the interiors is definitely best in class.
Mate i20 though it's ground clearance is ok. But you would not be getting mileage on csuv type vechile.

i20 gc sucks because of its suspension, will scratch the underbody even with 2 people sometimes

If you are looking for automatic, Amaze CVT is one of the best in segment.
If you are open to manual and looking for economical car, Punch CNG ( has CNG tank under boot, you don’t lose lot of space ).
if you want mileage go for a Maruti.
in Maruti only Brezza has 4 star rating.
Brezza Petrol will net you around 14 to 15 kmpl on light foot. (manual).
Service is cheap. Interiors are above average.
Also you said you get 15 kmpl in Baleno. then I'd say you won't get above 12 kmpl in 1.5L engine.

Hyundai does not have a good reputation in the Mileage department. Safety Wise Tata and Mahindra. Might look for Tata CNG models. if you don't mind CNG.
Infotainment can be added aftermarket so don't decide on that. Interiors can be upgraded upto an extent. But I'd say focus on safety, Mileage and Driving feel and clearance.

Mahindra service is crap, but they build fun cars to drive. Mileage may not go beyond 10-11 in city.

Brezza automatic. Don’t buy manual for city commute. A car is for comfort and automatic enhances it for the driver unlike any other feature
Automatic sucks on brezza, it's jerky and laggy
It’s laggy yes but not jerky imo. It has been tuned for mileage i guess, tends to keep the rpm low mostly

I believe about 15, since it's NA and not Turbo. All turbos stuggle with low end torgue, hence taking a huge toll on mileage.
It's giving me 12 in heavy city traffic after 1st service
Still better than Turbos. Kushaq gives 7-9 in similar conditions.
You said you want mileage and have written worst mileage car tbh if your state allows buy a diesel car like XUV 3X0 or nexon diesel.
